Dallas starts their new recycling program, why so late?

I wonder why it is that a city as big as Dallas is just now starting it's main recycling program with the actual bins that the city provides and picks up? In the past you had to bag your own recycle materials and put out by the trash. It's hard to believe that a program like this is just now starting...poor environment! The kick-off and detail was on the news this morning. You can visit Dallas's City Hall website to register for a bin to be sent to your house if you're in that area.
